Bell Street Gardens is located on the corner of Bell Street and Mowry Ave. in Fremont. Once completed, the development will consist of 79 renovated apartments and 49 newly constructed apartments for a total of 126 deeply affordable homes for families and individuals as well as two managers’ apartments. This leasing opportunity is for 78 of the total 126 apartments.
Located along Mowry Ave., a commercial thoroughfare, the new community will provide residents access to a variety of local and regional amenities. The property will provide a mix of studios, 1-bedrooms, 2-bedrooms and 3-bedrooms for low-income households. Thirty-one (31) apartments are set aside for households with disabilities who are eligible for the HUD 811 program. These households are referred directly to the property. Seventeen (17) apartments are for households transitioning out of homelessness and are referred by Alameda’s County’s Coordinate Entry agency.
Apartment Mix: 126 apartments consisting of 54 studios, 36 one-bedrooms, 24 2-bedrooms, and 12 3-bedrooms.
Amenities: The property will include two multi-purpose community rooms with a kitchenette and space for community events, fitness room, exterior courtyard, on-site property management, and supportive services programming.

These income limits and rents are effective May 2024 and are adjusted annually by the California Department of Housing and Community Development. AMI = Area Median Income
To qualify, households cannot earn more than the annual gross income listed in the table below based on their household size. For example, to qualify for a 1-bedroom apartment at 50% of the AMI, a 2-person household cannot earn more than $62,300 a year before taxes to qualify.
