Bell Street Gardens is an affordable rental community in Fremont, CA. Construction was completed in 2025. 

The development is located on the corner of Bell Street and Mowry Avenue in Fremont, and consists of 79 renovated apartments and 49 newly constructed apartments for a total of 126 deeply affordable homes for families and individuals as well as two managers’ apartments. 

Bell Street Gardens is located along Mowry Avenue, a commercial thoroughfare, providing residents access to a variety of local and regional amenities. The property provides a mix of studios, 1-bedrooms, 2-bedrooms and 3-bedrooms for low-income households. Thirty-one (31) apartments are set aside for households with disabilities who are eligible for the HUD 811 program. These households are referred directly to the property. Seventeen (17) apartments are for households transitioning out of homelessness and are referred by Alameda’s County’s Coordinate Entry agency.

Apartment Mix: 126 apartments consisting of 54 studios, 36 one-bedrooms, 24 2-bedrooms, and 12 3-bedrooms.

Amenities: The property includes two multi-purpose community rooms with a kitchenette and space for community events, fitness room, exterior courtyard, on-site property management, and supportive services programming.
